What is "powered by jQuery"?

I am not sure about the meaning of being powered by jQuery.

Will the window system be a DOM manipulated by jQuery? If that is the only distinctive nature of AvocadOS, why not just fork, say, the NetBSD kernel and build a custom userland on it, instead of re-writing a full fledged kernel with all the drivers, scheduler, system calls, network stack, etc.?

Another option might be cobbling a layout engine and JS interpreter together on a library OS like MirageOS or Rump.
