Science/Research, All the lockboxes come locked, with the req_access or some sort of access var requirements from Nostromo, not sulaco

Lockboxed = Locked after construction

All Sulaco access cannot open them

You need access level of '3' to open them ( at least some, if not all ) which is a standard Nostromo job thing magic, or so
