24/7 Bot Owner Only

A feature where the bot owner could use a command like @musicbot stay and the bot will stay there even if there's no user in the vc, this way not everybody can enable it and use bandwith and other resources and the bot owner could select a specific vc where it stays and plays a local playlist or something.

Basically a 24/7 command thats locked for everyone else except the bot owner.
