Get m3u8 url for live stream video

For some reason, the API "&format=best&flatten=true" does not return anymore the manifest URL.
I'm using Heroku as a server. Should I need to update in some way the youtube-dl version?
I've downloaded the command line version of youtube-dl and with the options -f -g I can successfully get the manifest URL.
