Update to NET 4.8 to NET Core to help complete the improvements #10

In order to help with some issues it would be nice if I could upgrade to .NET Core and could complete the improvements, and create CI and CD with Github Actions
I proposed a #9 that leads to .NET 4.8 (Proposal version 1.7 > Update nuget component ExcelDataReader (fix v2.x to 3.6.0) and add ExcelDataReader.Dataset. Update to .NET 4.8.)
And there using the portability report it seems that we are 100% 💪
