When switching auth to LDAP, local users stop working. If anything related to LDAP breaks as we can't connect to it any more, we won't be able to login.

What about allowing local admin user (which is present right after calibre-web setup) to login even if LDAP auth is selected?

This should work. If the server isn't availabe the local user (with the locally stored password) can log in and a warning message is displayed.
Could you please describe the exact usecase, maybe I'm missing something

Use case is quite simple: having a local user as an admin while all users from LDAP - just a regular users.

For now, having an auth set to LDAP, after importing users, only LDAP users are able to login. Attempt to login as admin throws an error: Wrong Username or Password:

However, if I switch back auth to local users, admin user is able to log in, but not LDAP users.
