Some whitelisted members still receive "Can one of the admins verify this patch?" prompt

We've noticed that at least two members in our Github org receive this prompt even though they are whitelisted in the plugin. I can't discern a difference between these users and others who have been successfully whitelisted. Another strange symptom is that even though the "Can one of the admins verify this patch?" is posted to the PR, the verification build proceeds as expected anyways.
