Domain events

What is the best case to use Domain events ?
I have a case, when new user register in my app I handle this event and send info to my Telegram channel.
But I can do the same in UserCreateCommand...
As I understand in case with Events it will be separate, so if we need to change event we don't need to touch UserCreateCommand.
am I understand it right or what is other benefits of those EventHandlers ?
