Why is the IDateTimeService implemented in the infrastructure layer?

The description of the infrastructure layer states:

This layer contains classes for accessing external resources

Why is the IDateTimeService implemented in the Infrastructure layer and not in the Application layer? Since the application layer contains:

all application logic

The DateTimeService does not access external resources.

I am unsure where to implement services only containing application logic without accessing external resources.
