Configure TLS listener for ALB #3

Currently, the controller ALB does not contain a TLS lister (:443). The controller module should create an ACM certificate, verify it, and then associate the certificate with the TLS listener. It would also be nice to include a redirect rule to redirect HTTP requests to HTTPS.
