Can a user later decline (and thus request deletion) of their personal data based on the previously accepted cookie?

Hi there, just trying to wrap my head around the intricacies of GDPR here. My understanding is that we would have to remove a user's personal data on the back end (within reason) if they later withdrew consent. Is there a way to do that? I didn't see that immediately obvious. Thanks so much!
