Project lead request

I've contributed numerous fixes and updates to django-pipeline over the years, and have performed releases in the past before the new system was in place. Pipeline doesn't have much in the way of active maintenance, but there are some important fixes that need to be released.

Can we get some activity on this? We do have a time-sensitive release since the existing django-pipeline builds are broken on Django 4+, but Django 3.2 is going EOL at the end of the month.

The Django 3.2 EOL date has passed, so the release is a bit more urgent now, as current versions don't work correctly on 4.2.

After the release, we have a bunch of work we're hoping to start contributing to the official Pipeline tree for integrating with CleanCSS, Rollup.js, and the TypeScript compiler, and improving LessCSS support to make rebuilds happen when dependency files change.

We depend on Pipeline extensively for Review Board, and want to help lend a hand with the development and maintenance going forward.
