Environment

Os: windows
Vscode version: 1.44.2
Extension version: 1.3.2

Repro steps

Open to-do project
Make current page none or settings
F1 -> Set the Checkstyle Configuration File/Version -> select one

Result

The Vscode command to set configuration or version doesn't work, it will only work when current page is a java file or settings.json.
