Missing LICENSE

I would assume that this is intended to be either under dual APACHE/MIT license or the PostgreSQL license, but ther eis nothing about licensing in the repo

It would be good to have some clarity on this, so can you add the license info?

In Cargo.toml, I specified "PostgreSQL OR MIT" as the license. Is it expected that rust crates also have a LICENSE file?

I could not find any place which explicitly says it is necessary to have the license also as a file but most of the crates I checked have either a LICENSE (in case of single license) or multiple LICENSE-this and LICENSE-that files in case of having a license string declaring multiple licenses

Also it is a recommendation on github to have a LICENSE file https://help.github.com/en/github/building-a-strong-community/adding-a-license-to-a-repository .
