When we tried to run lighthouse inside docker, we run into this problem "no such file". Interestingly, when we changed the base image from 'alpine:3.10' to 'ubuntu:18.04', this problem disappeared.
@yyunk and I found this problem on both x86-64 and arm64.
I submitted this issue to github lighthouse as well, because since it also happens on x86-64. jenkins-x/lighthouse#945
