failed at running the docker container built from 'Dockerfile.webhooks'

When we tried to run lighthouse inside docker, we run into this problem "no such file". Interestingly, when we changed the base image from 'alpine:3.10' to 'ubuntu:18.04', this problem disappeared.

@yyunk and I found this problem on both x86-64 and arm64.

I submitted this issue to github lighthouse as well, because since it also happens on x86-64.
