Many formulas contain same plugins. We need to consider how to upgrade these plugins easily. We might want to upgrade plugins due to security issues or features require.

The best solution might be build a robot who can monitor plugins release. Once meet the conditions, robot can create a pull request agains this.

Anyway, a CLI should be necessary for this.
