[JENKINS-42883] Test Statistics Grid Highlighting Builds with skipped Tests as Red #209

As you can see in the attached screenshot, it shouldn't highlight builds with no test failures but skipped tests as red! Or at least have it customisable so we can choose in the configuration whether we want it marked as red or not.

This also affects us - we would like to be able to specify where failures = 0 and skipped > 0, then set a specific colour.

 

As it stands, we can see a number of our projects showing up as failed, but in fact they passed, whilst some tests were skipped for legitimate reasons...
