Current: the agent will be offline first and waits for JNLP to be online.

proposal: client-side creation, everthing like https://github.com/jenkinsci/swarm-plugin

pros:

more option with Swarm Plugin(retry policy, more params).
less scheduling time on master node(hudson.model.Computer#waitUntilOnline use a loop to check states).
