Can't navigate to issues that begin with an empty line

Steps to reproduce:

• Click on a line of code to add an issue
• Type: returnfoobar
• Press the "Add issue" button
• Press the "Preview" button in the upper-right-hand corner

Expected: I can click on the issue to see its full text and associated code
Actual: No issue link is shown in the list so I can't navigate to it (e.g to correct my newline typo)

The issue also isn't shown on the review's main page. It is shown if you click "display all".
