Investigate how different values of the parameters given rise to different
task allocation distributions in various environments so I can set them to
something sane/understand how changing the values affects things.
This will largely be empirical work I think, though hopefully there could be
some rumblings of graph theory/MC regarding how steady state task exec estimates
affect the overall distribution.
