Not exactly a supported feature of GitHub Workflows, but it would be ideal to figure out a way to rerun the Workflow when rate-limited. However, in the interest of ensuring that users don't obliterate their based GitHub Workflow allocations because paperpile-notion greedily requeued, this needs to have a way to track the start of "requeues" so that it stops after some number. (Unclear what this number would be.)
