Json server wont connect using windows explorer, or microsoft edge.

Hello I can not get Json server to connect using Explorer, I tried running scans entering the I.P. and port manually, I re-downloaded Json server, nothing would work. I am using a brand new windows 10 laptop, with 8 gig of memory. At work using my win 7 machine I connected after many hours of screwing around, I found out Norton was blocking the exe from running, after that everything worked fine. I was able to connect using Edge (on my new laptop), but the mouse/ touch pad goes nuts the whole darn computer seems unstable. Is there settings in Explorer that need to be changed I'm at a loss. Any help would be great.
