Inline docs for PVC parts should rotate

When the merge at openscad/openscad#4185 is released to general-availability, reenable the animated spin of the model in Figure-1 for PVC parts that have that defined throughout the library.
Most part modules have something akin to this defined, but not visible:

/// Figure(Spin,Anim,NoAxes):
///   pvc_pipe(pvc_a, 30);

This is because builds running on Windows within WSL can't produce that animation. The bug is already fixed, but not yet made available on a stable official release of openscad.
