It would be useful to pull in various artefacts associated with the PR (change logs, upstream commit logs) and users could review and annotate them.

Agreed, but how would we consistently pull this info?

I know there's meta.changelog, but it's used more as an exception than the rule

I imagine a set of heuristics. For GitHub, GitLab, GNOME.
