Can't build the project

Hello author, I'm trying to build the project but occur some error .

After I open this project with Android Studio and build it occur first error.

Could not GET '[https://google.bintray.com/tensorflow/com/google/firebase/firebase-ml-common/maven-metadata.xml'].Received status code 502 from server: Bad Gateway
Disable Gradle 'offline mode' and sync project

Next i click "Disable Gradle 'offline mode' and sync project" than re-build it ,but the other error show

Could not resolve all files for configuration ':app:_internal_aapt2_binary'.
Could not resolve com.android.tools.build:aapt2:3.6.3-6040484.
