How can I make a Public Status Menu for e.g. olsrd2.
I have see "unauthenticated" section in acl.d/luci-ng.json but I don't know how to use it.

You should ship your own acl file, e.g. acl.d/olsrd2.json and declare an unauthenticated group there. We might need to add some fixes to the core to support menus before login.
