When I run python3 -m pip install git+https://github.com/jpcsmith/wf-tools.git, I got an error:

may I ask how to solve it?

You hit a quota as stated by the error message. Install the package from the repo without the LFS files (used for testing). That is, clone the repo without the LFS files then install the package from the cloned repo.
