created fix based on https://stackoverflow.com/questions/37702595/owncloud-setup-sqlstatehy0001045-access-denied-for-user-owncloudlocalhos
added if statement to change localhost to 127.0.0.1

fix did not resolve the issue, leaving it in for now.
