included video link demonstrates how this goes. copy-pasting chiseled abyssaline/hadaline bricks remembers the charged/uncharged state of the block in question, most significantly meaning the copy-paste gadget from building gadgets (and presumably other means of copying and pasting builds/blocks, as this was also tested with worldedit's commands.) this doesn't incur the normal heart of the sea cost to make charged bricks, but does still allow removing the heart of the sea, allowing an easy survival dupe. https://youtu.be/oN2BsOR8Rp4

I am not sure there is a way to fix this beyond rewriting the chiseled blocks to be Tile Entities. I am lazy, and also don't know how Tile Entities work. So I will leave this issue open for now.
