i18n functionality is busted / removed

I'm just entering an issue so that everyone (including Future Jeff) knows that Past Jeff knows that i18n functionality is broken (and therefore removed from configure/make).

The main issue is that I didn't take the time to understand the somewhat-busted po/Makefile.in.in template files. I say "somewhat-busted" because they seem to spurriously re-invoke config.status. Honestly, I didn't take any time at all to try to figure out what those Makefile.in.in files are doing -- I just took them on faith (and the pxview one was kinda busted; I replaced it with the one from pxlib).

So undoubtedly, some work needs to be done there. I just don't feel like doing it right now...
