Our jupyter.org google account enables us to create google groups under the jupyter.org domain, for example [email protected]. In addition to having better branding, we can create google groups that have other groups as members. This finally lets us create a union of councils google group that automatically is the union of all of the council groups.

I did some experiments with parent groups and subgroups, and indeed we can create a parent group that sends messages to subgroups.
