Sign up for PyPI organizational account closed beta?

It is now possible to create a non-personal organizational account on PyPI. I figure that makes us able to invite the org account as a maintainer to new projects etc without needing to invite a set of individuals.

I don't have a clear proposal besides signing up and brainstorming on how we may want to use it.

There's also a JupyterHub team in the Jupyter PyPI org: jupyter/security#61

Following jupyter/security#61 I think we should start with a jupyterhub team under the Jupyter org, and see how that goes.
