Problem

Users may get confused or lost while using the chat UI, and may not know how to use a particular command.

Proposed Solution

Add a help icon to the top of the UI, always visible. When the user clicks on the button, the help message introduced in #277 to fix #93 appears.

Additional context

The effect of clicking the button should be the same as running /help.
