There is an intermittent error that is occurring during the Windows builds for both node 16 and 18. We have seen this a few times over the past couple of months so this issue has been created to track this and look for a solution.

We only build Windows on Node 20 now and I've not seen this issue for a long time, so I'm going to close this.
