Include Web xml dtds in this repo #1

The xml published in the laws-lois-xml folder uses a slight variation of the dtds in this repo. We should include a dtd for those files in this repo. The Web xml Regulations dtd is included in that repo already. There is no dtd yet for the Statutes web xml.
