Content model for Label is unnecessarily complex

The Label element uses the same content model as Text and this is not really appropriate for the type of data we expect in this element. It should be investigated and trimmed down. This might involve scanning the existing datasets to find instances of strange markup inside Label.

We can leave some elements in Provisions or Headings Labels but for the Sections we don't need it.
