Because hidden files are hard to work with for some users, we should make the .webapp.ini files not hidden and just user webapp.ini instead.

From Marco:
A practical issue I ran into on Mac: . is protected and hidden.
Took me some time to figure out how to work around it. Would webapp.ini suffice? Or is that really ugly?
