World clocks broken

the weather.com code is broken, and causes the world clocks to break as well.

The old wxdata service from weather.com is now deprecated, so all Weather skins that were written with this are now broken. There is a new way to make weather skins, see these Rainmeter forum posts:

I'm working on implementing this fix in Enigma, but I'm a not an expert by any means so it may take me some time.

It's possible that this also applies to world clocks now but I'm not sure yet, just focusing on the Weather functionality for now and will look at the World Clocks problem once that's done.
