Currently plugin system uses this plugin system designed for CI2: CI-Plugin-System commit c7c6b6d19b198cff6f1723f6911d317232a97fdd (2013-09-23) https://github.com/Vheissu/CI-Plugin-System

However the Plugins.php file is licensed under OSL-3.0 which is not compatible with GPL and not compatible with debian's DSFG. See: https://wiki.debian.org/DFSGLicenses#Open_Software_License_.28OSL.29_v1.1

An alternative would to use https://github.com/jhyland87/CI3_Plugin_System which is designed for CI3 and licensed under MIT.
