Keys incorrectly shown as disabled on boot

Steps to replicate:

1. Turn on NumLock.
2. Reboot.
3. Note that NumLock is shown as disabled (incorrectly).
4. Press NumLock to disable it.
5. Note that NumLock is shown as disabled (correctly).
6. Press NumLock again to enable it.
7. Note that NumLock is shown as enbled (correctly).
8. Reboot again.
9. Note that NumLock is shown as disabled (incorrectly).
10. Press CapsLock to enable it.
11. Note that both indicators instantly show the correct state of the keys.

Seems like indicator cannot correctly read the state of the keys on boot.

Could not test CapsLock because it gets turned off when Gnome shell starts.

Same behavior,
The num lock status is not well displayed after boot and first login while sthe state is true

Once I press the caps lock key, the both are well displayed in extension
