DataPackages visibility got overwritten when a public data package is re-send to other contact privatelly #16

Steps to reproduce:

Send a package to the server.
Receive it on other device and download it.
Sent the same package downloaded to the second device privatelly to other device.

Tool: "public" got overwritted with private.

the logic should be: do not allow overwrite public -> private
