Create a blog post on how to create a new Kedro CLI group

Essentially what I suggested to @jmalovera10 in his Prefect PR: kedro-org/kedro#2725 (comment)

It took me a little while to figure out how to do it correctly (after reading the kedro-viz, kedro-docker and kedro-mlflow source codes) and could become documentation material (see kedro-org/kedro#1539).

@astrojuanlu I will be glad to co-create that plugin! I assume that a first version includes only a deployment with a process as described in the kedro prefect guide.
