The latest fix that prevents the IE test from causing minification issues was never retagged as 1.0.3, thus the latest version that bower picks up is 1.0.2 which still contains the error. Please rev the version and mark 1.0.3 as latest.

I'd like to see this too...

On a side note it looks like bower will allow you to pull in specific commits from 0.9.3: bower/bower#275

+1 for tagging. 1.0.3 have some important fixes for external files in absolute URLs… (current version does not work at all in my case).
