文件名有中文和波浪号的情况下，预览不了 #595

OSS加签后文件名，

如果文件名是英文字符/数字加波浪号的情况下，预览正常，
如果文件名是中文汉字加波浪号的情况下，预览失败。求解决。

尝试过编码，也不行
