Persistent Apply Button [Top Right?]

Most pages on the Kernel site should redirect towards 'Apply' // get people towards joining a Kernel Block.

We could have it persistently on the top right part of the page, like YC.

Would also like to keep the search bar, if we can swing having both, but that part needs improvements as well. Thinking whether Apply in top right is the best spot // maybe in Purple would look // how we might best make space.
