Can somebody remind me why I can not install this in VS2017 Community Edition?

Because it's an extension for VSCode, not for Visual Studio. VSCode extensions are basically written in JavaScript, while Visual Studio extensions (.vsix) are often written in C#. Not quite interchangeable.
