feat(windows): Customizeable appearance for the on-screen keyboard UI

I'm the one who has this issue: #13104
It's a niche issue, but it would be nice to be able to adjust the colors of the keyboard when things like this happen. Kinda sucks to barely be able to see the glyphs.

We're going to try and take a look at this in the next couple of weeks -- I'm expecting it should be pretty easy to solve.

I am going to go ahead and close the other report (#13104) and make this one the primary report.
