Define reviewer role

In our contributor ladder we describe a 'reviewer' role in between 'org member' and 'maintainer', however we don't currently have an actual way to add someone to this role. We should decide if we still want such a role, and if so, create the group/role in GH and come up with a process to add people to the group/role.
