Is there anyway to move files to ASM as starting from oracle 12.2 online datafiles move is supported?

yes, just use standard oracle online datafile move

when i use it, it generate an error because the name of the image copy file backup is exceeded the limit, I've modified the rman template config file and changed %%U to %%u, but is there anyway to do it directly from script?

Moving files outside backup area is not what this system is about. That would be too environment specific. These scripts just recover database copy on the backup area. If you after recovery wish to move database to a different storage, you need to do it yourself - this is optional and not really necessary on the database recovery point of view.
