I've noticed that when exporting in KML format in the web browser, there is no ".kml" file extension included in the filename (i.e. "export" rather than "export.kml"). This may create confusion by a novice user. The CSV exporter is working as expected ("export.csv").

I think this issue resolved, as I saw it during my testing of the export panel in the UI. Want to confirm?

Nope, not resolved for me. It just says "export" instead of "export.kml. CSV works.
